Wow, I had never heard of local rank (or don't remember reading about it recently). It sounds to me like it is another filter to help increase the quality of results. For me, I would not want someone to arrive on my site only to find a page that is worthless. Therefore, I go through the site regularly to make sure the pages are worth reading. Then the traffic will only build on itself.
